‘Ghost’ festival scandal: CEO says he was ‘not in a position to refuse’ R1.6m payment

The acting CEO of the Northern Cape Arts and Culture Council, Phillip Speek, told the Special Commercial Crimes Court in Kimberley that he was compelled to pay a service provider R1.6 million on Christmas Eve in 2016 to host the Umsobomvu “ghost” youth festival — an event that never took place.
