The former chief financial officer of the Northern Cape Arts and Culture Council has told the Kimberley Specialised Commercial Crimes Court that he was instructed to approve a R1.6 million payment for the Umsobomvu Youth Festival in Colesberg, despite the event allegedly never taking place. The court heard that the NCACC was never reimbursed, while four accused are facing charges including fraud, money laundering and contraventions of the PFMA and the Prevention of Organised Crime Act.
